1. Call to Order

2. Invocation and Pledge of Allegiance – Council Member Hay

3. Public Session – Receive public comments that may or may not be on this agenda

4. Approval of Minutes July 17, 2017 & Special Called July 25, 2017

5. Reports/Discussion Agenda:
     a. Receive report from Mr. Herb Tyler, Chairman City’s Accommodation Tax Advisory Committee, on the Recommendations for the distribution of fiscal year 2017-2018 State Accommodations Tax Awards to local organizations for tourism promotion, events and activities – Ms. Sharie Nickles, Assistant Finance Director.

     b. Receive a report from the City Attorney regarding issues related to a building construction moratorium that has been proposed for the City of Clemson – Mr. Rick Cotton, City Administrator.

     c. Staff and Council reports.

6. Policy/Action Agenda:
      a. Consider 2nd Reading of a proposed amendment to Article VIII, Section 19-802; Table 19-802, Reduction of Parking Requirement for mixed-use and multi-family projects closed to campus – Mr. Todd Steadman, Planning & Codes Director.

      b. Consider 1st Reading of a major amendment to Village at Berkeley PD. The original PD allowed 18 units and it was requested to reduce to 13 units. The new property owner would like to go back to 18 units – Mr. Todd Steadman, Planning & Codes Director.

      c. Consider for 1st Reading a request to rezone parcel number 4053-11-66-3515 that fronts Hunter Avenue from the current zoning of R-20 to the proposed zoning of R-12 – Mr. Todd Steadman, Planning & Codes Director.

      d. Consider acceptance of the new roadway boundaries for Earle and Fendley Street – Mr. Jacob Peabody, Zoning & Codes Administrator.

      e. Consider a Resolution to apply for a Community Development Block Grant to fund the renovation and expansion of Littlejohn Community Center – Mr. Andy Blondeau, Assistant City Administrator.

      f. Consider declaring August 21st as a “Special Event Parking Day”, which will allow homeowners to rent parking spaces at their homes during the Eclipse Event – Ms. Beverly Coleman, City Clerk.

      g. Consider approval of a Contractual Agreement between the Town of Pendleton, SC and the City of Clemson, SC for transit services for fiscal year 2017-2018 – Mr. Rick Cotton, City Administrator.

      h. Consider approval of a Contractual Agreement between the Town of Central, SC, Southern Wesleyan University and the City of Clemson, SC for transit services for fiscal year 2017-2018 – Mr. Rick Cotton, City Administrator.

       i. Consider approval of an Intragovernmental Agreement between the City of Seneca, SC and the City of Clemson, SC for transit services for fiscal year 2017-2018 – Mr. Rick Cotton, City Administrator.

       j. Consider adoption of an update to the City of Clemson Employment Classification and Compensation Plan, including revised job classification listings and salary ranges, as recommended by the Archer Company – City Council.

       k. Consider a Resolution authorizing the acceptance of CATbus for three diesel buses from the Santee Wateree Regional Transportation Authority, which describes the need for these buses and authorizing the City Administrator to execute an Asset Transfer Agreement – Mr. Rick Cotton, City Administrator and Mr. Keith Moody, CAT Director.

       l. Consider selection of a preferred vendor for the FTA Low/No Electric Bus Procurement Grant and authorize staff to negotiate additional/alternative pricing components and a total acquisition contract price to be considered by City Council within the next thirty days – Mr. Rick Cotton, City Administrator and Mr. Keith Moody, CAT Director.
