1. Call to Order

2. Invocation and Pledge of Allegiance – Council Member Ducworth

3. Public Session – Receive public comments that may or may not be on this agenda

4. Approval of Minutes October 2, 2017

5. Reports/Discussion Agenda:
     a. Receive a report on Seasonal Holiday Banners/Wreath Decorations on Old Greenville Hwy (Hwy 93) between Berkeley Dr. and Tiger Blvd. (Hwy 123) – Mr. Andy Blondeau, Assistant City Administrator.
     b. Receive a report on future proposed revisions to Permit and Plan Review Fees per Section 5-3 – Mr. Stacey Blackwell, Building Official.
     c. Staff and Council reports.

6. Policy/Action Agenda:
    a. Consider 2nd Reading of an Ordinance for a proposed text amendment to establish a Minimum Width of 15-feet for Commercial Spaces in mixed use buildings – Mr. Todd Steadman, Planning & Codes  Director.
    b. Consider 2nd Reading of an Ordinance for a proposed text amendment to establish Step Backs for mixed-use and non-residential buildings in the CM district – Mr. Todd Steadman, Planning & Codes Director.
    c. Consider 2nd Reading of an Ordinance for a proposed text amendment requiring all developments to be Broken up at Least Every 250’ to ensure that City blocks are an appropriate scale – Mr. Todd Steadman, Planning & Codes Director.
    d. Consider 2nd Reading of the recent Floodplain Ordinance re-write and FEMA Floodplain Map – Mr. Stacey Blackwell, Building Official.
    e. Consider 1st Reading of an Ordinance to incorporate changes associated with Floodplain Ordinance revision of Chapter 5, Section 5-1 of the City Code – Mr. Stacey Blackwell, Building Official.
    f. Consider Bids to replace the City’s Brush Grinder Machine at the Public Works facility – Mr. David Conner, Public Works Director.
    g. Consider authorizing the City Administrator to accept a Proposal for a Feasibility Study of a Downtown Welcome Center to be conducted by LS3P Architects – Mr. Rick Cotton, City Administrator.
    h. Consider authorizing the Mayor to execute a Banner Installation Agreement with Duke Energy for installations of banners on Old Greenville Hwy (Hwy 93) between Berkeley Dr. and Tiger Blvd. (Hwy 123) – Mr. Andy Blondeau, Assistant City Administrator.

7. Executive Session:
    a. Consider an appointment to the Arts & Culture Commission – Section 30-4-70(a).
     NOTE: Upon returning to regular session, Council may take action on matters discussed in Executive Session.
