1. Call to Order

2. Invocation and Pledge of Allegiance – Council Member Hay

3. Public Session – Receive public comments that may or may not be on this agenda

4. Approval of Minutes October 16, 2017

5. Reports/Discussion Agenda:
    a. Receive a report and overview of the Berkeley Pedestrian Bridge ribbon cutting that is scheduled for Friday, November 10th at 2:30 p.m. – Mayor J.C. Cook, III.
    b. Receive a report regarding construction and financial status of the City of Clemson capital projects – Mr. Andy Blondeau, Assistant City Administrator.
    c. Staff and Council reports.

6. Policy/Action Agenda:
    a. Consider 2nd Reading of an Ordinance to incorporate changes associated with Floodplain Ordinance revision of Chapter 5, Section 5-1 of the City Code – Mr. Stacey Blackwell, Building Official.
    b. Consider 1st Reading of an Ordinance for proposed changes to Permits and Plan Review Fees per Chapter 5, Building, Construction and Related Activities, Article 1 - Section 5-3 of the City Code of Ordinances – Mr. Stacey Blackwell, Building Official.
    c. Consider 1st Reading of an Ordinance for proposed major amendments to Patrick Square PD to reduce the amount of commercial space by 50,000 sq. ft. and increase the amount of assisted living units – Mr. Todd Steadman, Planning & Codes Director.
    d. Consider 1st Reading of an Ordinance for proposed major amendments to the Grandmarc PD to address the inclusion of a fitness center amenity; the inclusion of a possible commercial fitness center; a minor adjustment of some apartment/tenant numbers to reflect the current site plan; and modifications to allow the same commercial uses permitted under the CM zoning designation in the Zoning Ordinance – Mr. Todd Steadman, Planning & Codes Director.
    e. Consider 1st Reading of an Ordinance for proposed text amendment to Table 19-304 to establish design standards for Multi-family Projects located outside of the Architectural Districts – Mr. Todd Steadman, Planning & Codes Director.
    f. Consider 1st Reading of an Ordinance for proposed text amendment to Article 10 of the Zoning Ordinance to specify that Light Fixtures should be measured in lumens or foot candles instead of watts – Mr. Todd Steadman, Planning & Codes Director.
    g. Consider 1st Reading of an Ordinance authorizing the City to execute and deliver a Lease Purchase Agreement in the amount not to exceed $510,000 for the purpose of acquiring a replacement bush grinder machine and a commercial front-loading sanitation packer truck, in accordance with the City budget – Mr. Joel Seavey, Director of Finance.
    h. Consider for approval an Agreement and Resolution with First Citizens Wealth Management to establish authorized representatives to manage investment funds and establish First Citizens as managing agent – Mr. Joel Seavey, Director of Finance.
    i. Consider authorizing the City Administrator to accept a Proposal for a Feasibility Study of a Downtown Welcome Center to be conducted by LS3P Architects (This item was tabled at last meeting.) – Mr. Rick Cotton, City Administrator.
    j. Consider setting date for a special called City Council meeting on November 15th or 16th and the rescheduling of the second regular Council meeting from November 20th to November 27th. Also note, the location of the November 27th meeting shall be moved to the Hendrix Center on Clemson University campus – Mr. Rick Cotton, City Administrator.

7. Executive Session:
    a. Consider appointments to the Board of Architectural Review – Section 30-4-70(a).
NOTE: Upon returning to regular session, Council may take action on matters discussed in Executive Session.
