1. Call to Order

2. Invocation and Pledge of Allegiance – Mayor J.C. Cook, III

3. Public Session – Receive public comments that may or may not be on this agenda

4. Approval of Minutes November 27, 2017

5. Reports/Discussion Agenda:
    a. Receive a presentation from Mr. Eric Newton, Tiger Properties of Clemson, LLC requesting consideration of an Infrastructure Reimbursement Agreement from the City of Clemson for costs related to the Phase II of Tiger Town Village located at Old Stone Church Road, Clemson – Mr. Rick Cotton, City Administrator.
    b. Discuss and consider the concept of future Downtown Clemson street festivals and/or events that could include the closure of College Avenue and issuance of “City issued” wrist bands for those events that would allow open container within the event boundaries – Mayor J.C. Cook, III.
    c. Staff and Council reports.

6. Policy/Action Agenda:
    a. Consider 2nd Reading of an Ordinance for Robinson Street Abandonment and Transfer Section from White Lane to Stone Circle Access Property – Ms. Mary McCormac, City Attorney.
    b. Consider a request from Mr. David Lane, President/CEO Clemson Area Chamber to suspend parking fees in Downtown Clemson from December 16 through January 7, 2018 to encourage Christmas shopping and support of local merchants – Mr. Rick Cotton, City Administrator.
    c. Consider issues related to the redevelopment of the old Astro Theater building into a new Downtown Event Center by a private developer. City Council is asked to consider this project for “Economic Development Sewer Capacity” and a possible Infrastructure Reimbursement Agreement – Mr. Rick Cotton, City Administrator.
    d. Consider approval of a Downtown National Championship Viewing Event Festival and suspending open container laws for Downtown Clemson on January 8, 2018 (starting at 6:00p.m.), which shall be conditional upon Clemson Tigers participation in the National Championship football game – Mayor J.C. Cook, III.
    e. Determine the date and time for the first City Council meeting of 2018 currently scheduled for Tuesday, January 2, 2018 at 6:30 p.m. Determine whether a quorum of Council will be present and if not, consider alternative meeting dates – Mr. Rick Cotton, City Administrator.

7. Executive Session:
    a. Review and discuss results of the Classification and Compensation study for professional and management positions within the City of Clemson employment schedule – SC Code of Law Section 30-4-70(a)(1).
    b. Discuss the position of the Director of Clemson Area Transit and consider a recommendation from the City Administrator and interview committee – SC Code of Law, Section 30-4-70(a)(1).
    c. Receive a report from City Attorney regarding the possible future City involvement in a court issue – SC Code of Law, Section 30-4-70(a)(2).

NOTE: Upon returning to regular session, Council may take action on matters discussed in Executive Session.
