5.  Reports/Discussion Agenda:
a. Receive a report from Ms. Karen Ellers, Director of Clemson Community Care regarding the Home Repair Program – Mr. Andy Blondeau, Assistant Administrator.
b.  Receive a report from Mr. Kade Herrick, Tourism Coordinator, Clemson Area Chamber of Commerce regarding the Spring Break Rowing Program – Mr. Andy Blondeau, Assistant City Administrator.
c. Staff and Council reports.

6.  Policy/Action Agenda:
a. Item Request – Consider 2nd Reading of an Ordinance which approves and adopts a Parking Lease Agreement between CCSHP Clemson, LLC and the City of Clemson, South Carolina, regarding 40 parking spaces in the Earle Street Apartment parking garage – Mr. Rick Cotton, City Administrator & Ms. Mary McCormac, City Attorney.
b. Item Request – Consider an Amendment to the City Code of Ordinances Section 18-34 regarding metered and leased parking – Mr. Andy Blondeau, Assistant City Administrator.
c. Item Request – Consider Bids to repair the structure joints of the City Parking Deck – Mr. Andy Blondeau, Assistant City Administrator.
d. Item Request – Consider purchasing Security Cameras for the Earle Street Parking Deck – Mr. Andy Blondeau, Assistant City Administrator.
e. Item Request – Set a date for a public hearing for two Ordinance amendments proposed by the Planning Commission: 1) 2017-R-02 Zoning Text Amendment to modify the required depth of commercial space from 50’ to 35’ for portions of frontages in mixed-use buildings in order to make commercial spaces more viable; 2.) 2017-R-03 Zoning Text Amendment to establish criteria by which temporary banners may be mounted on something other than a building to assist churches, organizations, and businesses with buildings set back from a frontage road and to modify digital reader board usage – Mr. Todd Steadman, Planning & Codes Director.
f. Item Request – Consider an Amendment to the Engineering Agreement with Design South Professionals to provide an update of the 2012 Preliminary Engineering Report (PER) on the Cochran Road Wastewater Treatment Plant and an Environmental Assessment for USDA Rural Development loan requirements – Mr. Andy Blondeau, Assistant City Administrator.
g. Item Request – Consider authorizing the submittal of a transportation planning grant application to GPATS and committing the local financial matching assurance for an evaluation of College Avenue traffic flow, pedestrian improvements, parking issues, and the Clemson University master plan options – Mr. Rick Cotton, City Administrator.
