1. Call to Order

2. Invocation and Pledge of Allegiance – Council Member Ducworth

3. Approval of Minutes – November 5, 2018; November 9, 2018

4. Policy/Action Agenda:
    a. Consider an Award of a construction project for the Cochran Road Wastewater Treatment Plant expansion to 3D Enterprises Contracting Corporation in the amount of $13,920,000 and authorizing the Mayor and City Administrator to execute contract documents related thereto – City Administrator Rick Cotton.
    b. Consider an Engineering Agreement between the City of Clemson and Design South Professionals, Inc. for engineering services for the Cochran Road Wastewater Treatment Plant expansion project, and authorize the Mayor and City Administrator to execute documents related thereto – City Administrator Rick Cotton.
    c. Consider an Award of a proposal from the Winkler Group to the City of Clemson for professional consulting services for a Clemson Community Capital Campaign for the proposed capital projects of a new Arts Center, expanded Clemson Area African-American Museum, and a third gymnasium addition at the Central-Clemson Indoor Recreation Center – City Administrator Rick Cotton.
    d. Consider setting a Public Hearing date for 2018-R-16 Proposed Text Amendment (50’ Height Limit in C District) – Zoning Administrator Jacob Peabody.
    e. Consider setting a Rental Housing License Suspension Hearing for the property located at 212 Edgewood Avenue, Clemson SC – Zoning Administrator Jacob Peabody.
    f. Consider 2nd Reading of 2018-R-15 Proposed Text Amendment to Chapter 19 (AR Standards – Churches) – Zoning Administrator Jacob Peabody.
    g. Consider 2nd Reading of 2018-R-14 Proposed Text Amendment to Chapter 19 (AR Standards Signage) – Zoning Administrator Jacob Peabody.

5. Reports/Discussion Agenda:
    a. Staff and Council reports.

6. Public Session – (if time allows) Receive public comments that may or may not be on this agenda
