1. Call to Order

2. Invocation and Pledge of Allegiance – Council Member Hay

3. Recognition of outgoing Council Members – Mayor Cook

4. Public Session – Receive public comments that may or may not be on this agenda

5. Approval of MinutesDecember 3, 2018

6. Reports/Discussion Agenda:
    a. Staff and Council reports.

7. Policy/Action Agenda:
    a. Consider authorizing the Mayor to execute an Acceptance of Grant Award from the SC Department of Commerce for a Community Development Block Grant in the amount of $500,000 for the expansion and renovation of the Littlejohn Community Center – City Administrator Rick Cotton.
    b. Consider an agreement between the City of Clemson and Thomas Sparacino that will provide payment to the City for reimbursement of costs of professional auditing and legal services that were incurred during the investigation of illegal actions during his prior employment with the City – City Attorney Mary McCormac.
    c. Consider changing the date and time for the first regular City Council meeting of January 2019. (The scheduled meeting of January 7th is the day of the College Football National Championship game.)
    d. Consider the partial closure of College Avenue and suspension of open container laws within the closed area for a Downtown Viewing Party of the College Football playoff National Championship game on the evening of January 7, 2019, if Clemson University is a participant – Mayor Cook.

8. Executive Session:
    a. Consider a possible Contractual Agreement between the City of Clemson and the Town of Central for certain departmental management services – SC Code 30-4-70(a)(2). (Discussion of negotiations incident to the proposed contractual arrangements.) – City Administrator Rick Cotton.

NOTE: Upon returning to regular session, Council may take action on matters discussed in Executive Session.
