1. Call to Order

2. Invocation and Pledge of Allegiance – Council Member Cox

3. Public Session – Receive public comments that may or may not be on this agenda

4. Approval of Minutes –May 13, 2019

5. Reports/Discussion Agenda:
    a. Receive a report and request Curt Kurz-Edsall and Kade Herrick for participation of the City of Clemson for a mixed-use, multi-generational, soft surface trail system proposed on properties owned by Southern Wesleyan University, Central and the City of Clemson – City Administrator Rick Cotton.
    b. Receive a recommendation from Doug Zirbel on behalf of the Economic Development Advisory Committee for downtown parking – Assistant City Administrator Andy Blondeau.
    c. Staff and Council reports.

6. Policy/Action Agenda:
    a. Consider 2nd Reading of an Ordinance for a proposed Map Amendment on 2019-R-02 (Rezoning) – Zoning & Codes Administrator Jacob Peabody.
    b. Consider an Agreement between the City of Clemson and Clemson University for Fire Suppression Services, which shall be for a three year term starting July 1, 2019 – City Administrator Rick Cotton.
    c. Consider adoption of a scholarship assistance program designed to provide financial assistance to persons who might not otherwise be able to participate in certain City of Clemson Parks & Recreation programs and activities based upon financial need – Parks & Recreation Director Jay Bennett, Program Director Lindsey Whatley
    d. Consider 1st Reading of an Ordinance for the City of Clemson annual budget for FY 2019-2020 – City Administrator Rick Cotton.
    e. Consider authorization of a Federal transit Agency grant for “Bus and Bus Facilities” for replacement of three CAT buses that have exceeded their useful life and replacement schedule, and making local financial match commitments to the project if awarded the grant – City Administrator Rick Cotton
    f. Consider purchasing the property located at 108 Old Central Road – Assistant City Administrator Andy Blondeau.

7. Executive Session:
Discuss negotiations for possible amendments to the Pendleton- Clemson wastewater treatment operations agreement. (SC Code of Laws, section 30-4-70 (a)(2): Discussion of negotiations incident to proposed contractual arrangements.)
