1. Call to Order

2. Invocation and Pledge of Allegiance – Council Member Ducworth

3. Public Session – Receive public comments that may or may not be on this agenda

4. Approval of Minutes –June 3, 2019

5. Reports/Discussion Agenda:
    a. Receive a report from Jennifer Calabria, representative for Pacolet Milliken, regarding the status of the Pacolet Milliken Enterprises mixed-use, residential planned development project – City Administrator Rick Cotton.
    b. Clemson University Undergraduate Student Government President Logan Young to discuss the possibility of a Downtown Clemson block party to start the fall semester – Mayor Cook.
    c. Receive a report on Lake Hartwell Country from Executive Director Les McCall – Assistant City Administrator Andy Blondeau.
    d. Staff and Council reports
           – Work Session dates for Town Hall Meeting summaries

6. Policy/Action Agenda:
    a. Consider 2nd Reading of an Ordinance for the City of Clemson annual budget for fiscal year 2019-2020 – Director of Finance Joel Seavey.
    b. Consider 1st Reading of an Ordinance for 2019-R-03 Proposed Text Amendments (Definitions) – Planning & Codes Director Todd Steadman.
    c. Consider a Policy to administer a downtown employee prepaid parking pilot program – Assistant City Administrator Andy Blondeau.
    d. Consider the request from the Town of Central for a recreational easement by the City of Clemson for a mixed-use, multi-generational, soft surface trail system that would utilize a portion of land owned by the City and managed by Pickens County that was previously used for a landfill site (map attached) – City Council.
    e. Consider the Bids received for specific sidewalk construction segments for summer 2019 installation (Bid deadline Friday, June 14th results to be posted Friday) – City Engineer Kent Guthrie.
    f. Consider the Bids received for the sanitary sewer force main replacement project from Pump Station #7 to College Avenue (Bid deadline Thursday, June 13th results to be posted Friday) – City Engineer Kent Guthrie.

7. Executive Session:
    a. Discuss negotiations of a contract with Clemson University for CATBus service for next fiscal year. (SC Code of Laws Sec. 30-4-70(a)(2): Discussion of negotiations incident to proposed contractual arrangements.)

Note: Upon returning to open session, Council may take action on matters discussed in Executive Session.
