3. Public Session – Receive public comments that may or may not be on this agenda
4. Approval of Minutes –July 1, 2019
5. Reports/Discussion Agenda:
a. Presentation by Patricia Finley of an English 1030 (composition and rhetoric) class project completed by Clemson students portraying their views of Clemson’s growth – Council Member Ducworth.
b. Staff and Council reports -
Receive a report from Chief of Police Jimmy Dixon regarding the potential staffing and cost of a Police Officer in attendance at meetings of City Council, and other boards and commissions as requested by Council.
Receive a report from City Engineer Kent Guthrie regarding future priority sidewalk construction locations within the City of Clemson.
Receive a draft framework of a potential policy and process of evaluating the installation of speed bumps on residential streets within the City of Clemson.
6. Policy/Action Agenda:
a. Consider 1st Reading of an Ordinance for 2019-R-01: Proposed Text Amendment for Bed and Breakfast Inns with Events – Planning & Codes Director Todd Steadman.
b. Consider an Agreement between Clemson University and the City of Clemson for CATBus transit services for fiscal year 2019-2020 – City Administrator Rick Cotton.
c. Consider an Agreement between the Town of Central, Southern Wesleyan and the City of Clemson for CATBus transit services for fiscal year 2019-2020 – City Administrator Rick Cotton.
d. Consider an Intergovernmental Agreement between the Town of Pendleton and the City of Clemson for CATBus transit services for fiscal year 2019-2020 – City Administrator Rick Cotton.
e. Consider a Contractual Agreement between the Tri-County Technical College, The Pier/The View and the City of Clemson for CATBus transit services for fiscal year 2019-2020 – City Administrator Rick Cotton.
f. Consider a Contractual Agreement between the City of Seneca and the City of Clemson for CATBus transit services for fiscal year 2019-2020 – City Administrator Rick Cotton.
7. Executive Session:
a. Consider a City personnel issue: SC Code of Laws, Section 30-4-70(a)(1) Discussion of employment, appointment, compensation, or promotion of a person regulated by a public body or the appointment of a person to a public body – Mayor Cook.
Note: Upon returning to open session, Council may take action on matters discussed in Executive Session.
