Approval of Minutes – August 5, 2019
Reports/Discussion Agenda:
a. Report regarding Planning Commission action on 2019-R-02: Proposed Map Amendment (Rezoning) – City Planner Art Holbrooks.
b. Review and discuss possible Ordinance amendments to City Code Sec. 2-44, Order of Business, to include changes to the agenda format and times for public comment – City Clerk Beverly Coleman.
c. Review and discuss a proposed Ordinance that would prohibit use of tobacco products in all City parks and recreational facilities – Council Member McGuire.
d. Review and discuss the Summary of City Council Goals and Objectives from Town Hall Meeting comments and issues – City Council.
e. Staff and Council reports.
• IT Director Lowell Arwood to discuss electronic meeting participation options.
Policy/Action Agenda:
a. Consider approval of ATAX grants as recommended by the ATAX Committee – Director of Finance Joel Seavey.
b. Consider 2nd Reading of the 2019 Police vehicle and equipment lease purchase in the amount not exceeding $250,000 – Director of Finance Joel Seavey.
c. Consider a request for wastewater capacity allocation from Mr. Randy Dodds and Mr. Will Hines, representing Clemson Redevelopment LLC, who will be redeveloping the property adjacent to the Clemson Police Station (known as Zacks Bar) – Mayor Cook.
d. Consider 1st Reading of an Ordinance updating and amending the City Code Sec. 2-47 Voting for the City Council of the City of Clemson to provide for a 3rd reading should the Council vote in favor on one reading and against on the other reading of a proposed Ordinance – City Council.
e. Consider adoption of a new City of Clemson Policy titled “Traffic Calming Request Process” to formalize and inform the public of the process to request speed humps and other traffic calming devices within residential streets – City Council.
f. Consider 1st Reading of an Ordinance to amend City Code Sec. 16-57 Sidewalks to allow residents to petition for consideration of sidewalk construction on streets adjacent to their property and neighborhood properties – Council Member McGuire.
