Approval of Minutes – August 19, 2019

Reports/Discussion Agenda:
a. Staff Reports

Policy/Action Agenda (Receive public comments per item) Ordinances:
a. Consider 2nd Reading of an Ordinance to amend Section 2-47 Voting and Section 19-1403 Procedure, of the City Code to provide for a third reading should the Council vote in favor on one reading and against on the other reading of a proposed Ordinance – City Council.
b. Consider 2nd Reading of an Ordinance to amend Article IV. Sidewalks, Section 16-57 Petition, of the City Code to allow residents to petition for consideration of sidewalk construction on streets adjacent to their property and neighborhood properties – Council Member McGuire.
c. Consider 1st Reading of an Ordinance to amend Section 2-47 Voting, of the City Code to expand and allow participation in Council meetings through means of electronic attendance and voting – City Council.
d. Consider 1st Reading of an Ordinance to amend Chapter 10, Article II. Use of Tobacco Products and Inhalant Delivery Systems, of the City Code to prohibit and control the use of tobacco products and inhalants delivery systems in all City Parks and Recreation facilities within the City of Clemson – City Council.

Other Policy Items:
a. Consider a Bid award for a new ballfield lighting installation at Ashley Dearing Park to The Lighting Company and Electrical Construction, LLC, in the amount of $133,371 – Parks & Recreation Director, Jay Bennett.
b. Authorize the Mayor to execute a letter of certification that the City of Clemson property tax millage rate calculations during this reassessment year comply with SC Code 12-43-2855 (A) (for millage rate limits) and SC Code 12-37-251 (E) (for calculation of rollback millage requirements) – Finance Director, Joel Seavey.
c. Consider ratifying the City Council decision to construct capital projects of a new Arts Center building and expand the Clemson Area African American Museum (into the space that was previously occupied by the Arts Center at the Calhoun Bridge Center) – Mayor Cook.
