Approval of Minutes – September 3, 2019

Reports/Discussion Agenda:
a. Staff Reports

b. Report on status of Comprehensive Plan Update – Planning Commission Chair Mary Beth Green

c. Discussion and follow-up questions regarding the procurement of City-wide Integrated Software programs and conversions – Finance Director Joel Seavey and IT Director Lowell Arwood.

d. Report on selection process for architectural services for the expansion/renovation of the City of Clemson Police Station building – Police Chief Jimmy Dixon and Assistant Administrator Andy Blondeau.

e. Report regarding a possible Ordinance revision to allow for increased control and protection of City right-of-way and encroachment permits by non-City of Clemson utility companies that have cables, lines, gas mains, or other utility and/or telecommunication infrastructure – City Attorney Mary McCormac.

f. Pickens County Municipal Association Meeting – Monday, September 23, 2019 at 7:00 p.m. to be held at the Fire Station #2 Community Room on Issaqueena Trail, Clemson. 

g. Joint City Council Meeting with Town of Central Town Council – Tuesday, September 24, at 6:30 p.m. at the Senior Center Building on Commons Way to discuss the Central- Clemson Indoor Recreation Center improvements.

Policy/Action Agenda (Receive public comments per item) Ordinances:
a. Consider 2nd Reading of an Ordinance to amend Section 2-47 Voting, of the City Code to expand and allow participation in Council meetings through means of electronic attendance and voting – City Council.

b. Consider 2nd Reading of an Ordinance to amend Chapter 10, Article II. Use of Tobacco Products and Inhalant Delivery Systems, of the City Code to prohibit and control the use of tobacco products and inhalants delivery systems in all City Parks and Recreation facilities within the City of Clemson – City Council.

Other Policy Items:
a. Consider authorizing the Police Department to incur additional overtime personnel costs in the annual operating budget for the purpose of having a Police Officer attend City Council and other City Board/Commission meetings – City Council.
