a. Discussion of employment, compensation and/or promotion of specific employees within the City Police Department: SC Code of Law, Section 30-4-70(a)(1);
b. Consider appointments to the Parks and Recreation Advisory Committee: SC Code of Law, Section 30-4-70(a)(1).

Approval of Minutes – September 16, 2019

Reports/Discussion Agenda:
a. Staff Reports
b. City Attorney McCormac to discuss draft Ordinance related to City Right of Way and Encroachment of private company and utility operations.
c. Receive an update on the Police architectural services procurement from Assistant City Administrator Andy Blondeau.
d. Receive an update for CAAAM event on October 17th – City Administrator Rick Cotton.
e. Receive Council confirmation on meeting agenda format for future code update of Order of Business – City Clerk Beverly Coleman.

Policy/Action Agenda (Receive public comments per item) 

Resolution:
a. Consider a Reimbursement Resolution to allow for expenditures related to the police station expansion and renovations prior to the issuance of tax-exempt general obligation bonds or other obligations in the principal amount of not exceeding $3,000,000 – Finance Director Joel Seavey.

Other Policy Items:
a. Consider approval of the contract with Tyler Technologies for software as a service (SAAS) for the city-wide integrated software solution – Finance Director Joel Seavey.
b. Consider a design/build contract award to Trehel Corporation for the construction of a third gymnasium building and components for the Central-Clemson Indoor Recreation Center in the amount of $1,211,445 – City Administrator Rick Cotton.
c. Consider the results of a Request for Proposal for cardio equipment for the Central-Clemson Indoor Recreation Center and an award to Advantage Sport & Fitness Company in the amount of $183,085.65 – Indoor Rec Director Pete Becker.
d. Consider the results of a Request for Proposal for strength and weight equipment for the Central-Clemson Indoor Recreation Center and an award to Life Fitness Company in the amount of $121,978.69 – Indoor Rec Director Pete Becker.
e. Consider the results of the request for proposal for Nettles Park tennis courts and Dawson Park basketball court resurfacing – City Administrator Rick Cotton.
f. Consider a proposal from Russell Design Office to develop a simplified redesigned Master Plan for improvements to the Clemson City Park based on the previous plan from 2016, for a fee of $9,000 – Council Member Mark Cato.
g. Consider a market-based adjustment to the City’s Classification & Compensation Plan, including a one-time salary adjustment for Police Officers – Police Chief Jimmy Dixon and City Administrator Rick Cotton.

Executive Session:
a. Continue (if needed) appointments to the Parks and Recreation Advisory Committee: SC Code of Law, Section 30-4-70(a)(1)
