ADVERTISEMENT FOR BIDS

Project Title: Littlejohn Community Center Renovation and Addition
Owner: City of Clemson. Project No.: 3701-91850.

Separate sealed bids for the Littlejohn Community Center Renovation and Addition will be received at the office of Andy Blondeau at Clemson City Hall located at 1250 Tiger Blvd.  Clemson, SC 29631 on December 20, 2019 @ 2:00 pm. Bids will be publicly opened and read aloud at that time in the Council Chambers located at the same address.  

Non-mandatory Pre-Bid Meeting will be held at Littlejohn Community Center on November 20th at 10:00 am.

The scope of work includes:

Renovation and addition to the Littlejohn Community Center.

Renovations will include updates to the main kitchen and dining area along with a new shower and conference room.

The new addition will house four (4) multipurpose classrooms, a large multipurpose room, a community kitchen, and director’s office with reception desk. Support spaces such as bathrooms and storage rooms will also be provided. Please refer to the contract documents for the rest of the project scope.

This project is being funded in whole or in part by the Community Development Block Grant Program (CDBG). All federal CDBG requirements will apply to the contract. All contractors and subcontractors are required to be registered in the federal System for Award Management (SAM). Bidders on this work will be required to comply with the President’s Executive Order No. 11246 & Order No. 11375 which prohibits discrimination in employment regarding race, creed, color, sex, or national origin. Bidders must comply with Title VI of the Civil Rights Act of 1964, the Davis-Bacon Act, the Anti-Kickback Act, the Contract Work Hours and Safety Standards Act, and 40 CFR 33.240. The CDBG application, including the cost estimate, is available for review by contacting Andy Blondeau at the City of Clemson at 864-653-2072 or by email at ablondeau@cityofclemson.org.

Bidders must also make positive efforts to use small and minority-owned business and to offer employment, training and contracting opportunities in accordance with Section 3 of the Housing and Urban Development Act of 1968. Attention of bidders is particularly called to the requirements as to conditions of employment to be observed and minimum wage rates to be paid under the contract.

The owner reserves the right to waive any irregularities, or to reject any or all bids. No bidder may withdraw his bid within 90 days after the actual date of the opening thereof.
