Consider 1st Reading of an Ordinance to impose a temporary moratorium on the issuance of construction permits for large-scale multi-family residential developments containing 200 or more bedrooms, invoking application of the pending Ordinance doctrine, and protecting existing vested rights as required by applicable law – Council Members Halfacre and McGuire.
