Reports/Discussion Agenda:
    a . Receive a report on Clemson University start-up – Clemson University Police Chief Greg Mullen.
    b . Discuss a public art collaboration with Clemson University – The Arts Center Board Chair Bob Whorton.
    c . Staff Reports

Policy/Action Agenda (Public Comments Dial 653-9886 and follow the instructions)
  Ordinances:
    a. Consider 2nd Reading of a Bond Ordinance in the amount not to exceed $3.6 million to fund the Police Station and Littlejohn Community Center renovation and expansion projects – Finance Director Joel Seavey.
    b. Consider 2nd Reading of an Ordinance to amend inspection requirements of properties in the Rental Housing Program for the 2020/2021 inspection cycle – Planning & Codes Director Todd Steadman.
    c. Consider 2nd Reading of an Ordinance to amend the procurement requirements for professional services – City Administrator Andy Blondeau.
    d. Consider 1st Reading of an Ordinance for the proposed fiscal year 2020/2021 operating budget for the City of Clemson – City Administrator Andy Blondeau.
    e. Consider an extension of the Emergency Ordinance intended to assist the recovery of local restaurants by temporarily lifting the prohibition against open containers of alcohol subject to listed mandatory requirements – City Administrator Andy Blondeau.

    a. Consider the bid results and award of the bid for the Cochran Road Interceptor, Phase 1 Project – City Engineer Chris Shivar.
    b. Consider the bid results and award of the bid for 2020 Road Resurfacing Project, Phase 1 – City Engineer Chris Shivar.
    c. Consider amendment #1 to the LS3P Architectural Services Agreement for the renovation and expansion of the Littlejohn Community Center – City Administrator Andy Blondeau.

Mayor-Council reports/comments/new business
    a. Receive a report and discuss the extended due date for hospitality tax, hospitality fee, accommodations tax; and suspended late fees and disconnects for City services – Mayor Cook.

Executive Session
    a. Personnel Issue. SC Code of Laws Sec. 30-4-70 (a)(1). Discussion of employment, appointment, compensation, promotion, demotion, discipline, or release of an employee – Council.
    b. Discussion of negotiations incident to proposed contractual arrangements, SC Code of Laws Sec. 30-4-70(a)(2) – City Administrator Andy Blondeau.
    Note: Upon returning to open session, Council may take action on matters discussed in Executive Session.
