Invocation and Pledge of Allegiance – Council Member Smith

Proclamations – Women’s History Month Honorees

Proclamation – “Clemson 8”

Recognition – 12U Girls and 14U Boys Basketball State Champions

Approval of Minutes – March 1, 2021 & March 5, 2021

Reports/Discussion Agenda:
a. Receive a report from the Housing Committee – Council Member Watt.
b. Receive a report from the ClemsonNext Committee – Council Member Brookover.
c. Consider setting a date for a public hearing on two Ordinance changes 1) allow parks to fulfill nonresidential aspect of a development; 2) allow non-conforming homes in residential districts to be rebuilt in the event of a fire or other disaster – Planning & Codes Director Todd Steadman.
d. Discuss the City of Clemson Vision Statement – Council Member Watt.
e. Discuss the metrics or assessing the costs and revenues for annexed property – Planning & Codes Director Todd Steadman.
f. Staff Reports

Ordinances:

a. Consider changes and an extension to the Emergency Temporary Ordinance for the requirement of face coverings in the City of Clemson – City Attorney Mary McCormac.
b. Consider changes to the Emergency Temporary Ordinance lifting the City’s prohibition against open containers of alcohol subject to certain listed mandatory requirements – City Attorney Mary McCormac.
Other Policy Items:
a. Consider authorizing the Arts Center Director Joan Phillips to negotiate a contract for the Troll Project at Nettles Park – Council Member Ducworth.
b. Consider entering into a lease agreement with the USACE to assume operations of the Twelve Mile Recreation Park Area – City Administrator Andy Blondeau.

Mayor-Council reports/comments/new business

Executive Session:
a. Discuss boards/commission applicants; SC Code of Laws Sec. 30-4-70 (a)(1), Discussion of employment, appointment, compensation, promotion, demotion, discipline, or release of an employee.
