Beginning May 2021, the public can attend City of Clemson public meetings in person.  COVID Protocol will be in place for social distancing, and masks are required.

How to make a public comment:
1.  In person
2.  On the City's MyCivic web platform (up to 2pm the day of the meeting).  Click Here 
3.  Call in by phone during the meeting by dialing 864-653-9886 at the appropriate time.

Reports/Discussion Agenda
a. Receive the Nettles Park Master Plan final report – Parks & Recreation Director Jay Bennett.
b. Discuss designating 15 minute on-street parking spaces in the downtown business district – Community & Economic Development Coordinator Lindsey Newton.
c. Receive the recommendation from the Planning Commission for by-right, residential development in C and CM Districts – Planning & Codes Director Todd Steadman.
d. Receive a request from Vince Jackson to have the Littlejohn Community Center location included in the South Carolina Historic registry – City Administrator Andy Blondeau.
e. Staff Reports

Ordinances:
a. Consider 2nd Reading to repeal the current City Business License Ordinance and replace it with the 2022 Model Business License Ordinance as required by SC Business License Tax Standardization Act 176 – City Clerk Beverly Coleman.
b. Consider 2nd Reading of an Ordinance to authorize the City to execute and deliver an Equipment Lease Purchase Agreement in the amount not to exceed $895,000 for the purchase of a JetVac truck, Knuckle Boom truck, and a Front Loader Garbage truck – Finance Director Leslie Wilder.
c. Consider 1st Reading of an Ordinance to amend Sec. 9-37 Sanitation, garbage and trash collection to affirm and clarify that the residential sanitation fee is a mandatory uniform service charge with no opt out and is used to cover costs associated with the management of residential solid waste services, including collection, and processing of recyclable materials and the collection, transport, handling and landfilling of residential solid waste – Utility Billing Director Heather Cartee.
d. Consider 1st Reading of an Ordinance prohibiting open carry of firearms during permitted organized events on public property in accordance with SC. Code §23-31-520 and prohibiting the possession of  concealable weapons by any person while on City premises, in City workplaces, and/or while using or occupying any machinery, vehicle, or equipment owned or operated by the City – Police Chief Campos.

Other Policy Items
a. Consider authorizing the City Administrator and City Engineer to enter into negotiations with Velosolutions for a Design/Build contract for a pump track at Clemson Park – City Engineer Nathan Hinkle.
b. Consider award of construction bid for the Clemson Park “Level Spreader” project (Bid Opening 10/14/21) – City Engineer Nathan Hinkle.
c. Consider a request from the Boy Scouts of America – local troop to be included as one of the nonprofit agencies allowed to use the electronic message board – Mayor Halfacre.
d. Consider repealing/amending the Ordinance requiring face coverings (Masks) at indoor locations of schools, pre-schools, kindergartens, and daycares within the City limits of Clemson – City Administrator Andy Blondeau.
e. Consider repealing/amending the Ordinance requiring face coverings (Masks) at indoor locations of essential businesses open to the public within the City of Clemson – City Administrator Andy Blondeau.
