3.  Call in by phone during the meeting by dialing 864-653-9886 at the appropriate time.

Approval of Minutes – December 20, 2021 and December 22, 2021

Reports/Discussion Agenda
a. Receive a report from Dr. Ted Swann on the local impact of COVID-19 and presence of variants – City Administrator Andy Blondeau.
b. Discuss whether or not local conditions support implementing a Mask Ordinance – Council Member McGuire.
c. Receive a report on the Twelve Mile Park Recreation Area – Horticulturist Tony Tidwell.
d. Discuss changes to the Ordinance for Hospitality Fee, Hospitality Tax and Local Accommodations Tax – Finance Director Leslie Wilder.

b. Consider 2nd Reading of an Ordinance for a proposed text amendment to allow waivers within certain limits of Chapter 15. Planning and Development, Division 3. Land Development Regulations and Chapter 19. Zoning – Planning & Codes Director Todd Steadman.
c. Consider 2nd Reading of an Ordinance for a proposed text amendment to the R-7 Residential District for lot coverage maximum, Chapter 19. Zoning, Division 1. Residential Districts – Planning & Codes Director Todd Steadman.
d. Consider 2nd Reading of an Ordinance in the City Code Sec. 7-13 General Fund Balance Policy to establish a minimum undesignated general fund balance to ensure the long-term financial health of the City – Finance Director Leslie Wilder.

Other Policy Items
a. Consider accepting a technical support grant from the Green Infrastructure Center to establish plans to meet the City’s urban forest needs – Horticulturist Tony Tidwell.
b. Consider approval of a Law Enforcement Assistance and Support Agreement with the Town of Pendleton – Police Chief Jorge Campos.
c. Consider approval to combine the Green Crescent Trail and City Bikeways Plan into one route – Planning & Codes Director Todd Steadman & City Engineer Nathan Hinkle.
d. Consider approval of a new bank account designated for seized and forfeited funds for the Police Department –Finance Director Leslie Wilder & Police Chief Jorge Campos.
e. Consider Bid award for the 2021 Downtown ADA Correction Project to the low bid at $124,239.69 – City Engineer Nathan Hinkle.
