a. Receive a capital improvement plan and impact fee study report – Utilities Director Benjie McGill.
b. Discuss staff recommendations of a parking violation fine increase – Economic & Community Development Coordinator Lindsey Newton.
c. Discuss a private/public partnership mural application for the City – The Arts Center Director Joan Phillips.
d. Discuss a request for the Planning Commission to develop an Ordinance to regulate the proximity to one another of Payday Loans, Vape Shops, and Piercing Shops – Mayor Halfacre.
e. Staff Reports

Policy Action: (2‐minute limit per speaker)
a. Consider a Resolution to appoint Reverend Cannon to serve as the City’s Chaplain – Council Member Smith.
