c. Discuss setting a public hearing date for 408 and 412 College Avenue – City Administrator Andy Blondeau.

a. Consider 1st Reading of an Ordinance to adopt the FY 2023-2024 operating budget – Finance Director Leslie Wilder.
b. Consider 1st Reading of an Ordinance to increase parking violation fines – Economic and Community Development Coordinator Lindsey Newton.
c. Consider 1st Reading of an Ordinance to increase rental fees for long and short term rentals in Chapter 13 Article III Rental Housing Regulations and Article IV Short-term Residential Rentals – Zoning Administrator Jacob Peabody.

a. Consider for approval a sponsorship policy for the Parks & Recreation Department events and programs, along with the application process – Program Director Lindsey Watley.
b. Consider for approval a private/public partnership mural application for the City of Clemson – The Arts Center Director Joan Phillips.
c. Consider award of construction bid for the Calhoun St. sidewalk extension and Curtis Circle drainage project to the low bidder of Foothills Contracting Services in the amount of $212,260 – City Engineer Nathan Hinkle.
d. Consider a Resolution to allow Bentbrook Farms neighborhood to replace their sign on public right of way – Zoning Administrator Jacob Peabody.
e. Consider award of a contract with Houseal Lavigne in an amount not to exceed $185,800 for the 2040 Comprehensive Plan – Planning & Development Director Nathan Woods.
f. Consider award of a contractor for professional services for a Tax Increment Finance Redevelopment Plan – City Administrator Andy Blondeau.
