a. Discuss an Ordinance to amend Sec. 7-11. Expenditures, purchasing and receiving to allow for the use of Collaborative Purchase Agreements – City Administrator Andy Blondeau.

Ordinances
a. Consider 1st Reading of an Ordinance to change the corporate limits of the City of Clemson by annexing the southern portion of the right-of-way of Hwy 123 which is contiguous to the existing corporate limits – Assist. City Administrator Allison Gantte.
b. Consider 1st Reading of an Ordinance to amend Chapter 15 Planning and Development, Article III. Impact Fees; and repeal Chapter 11 Municipal Utilities, Article I. In General, Sec. 11. Water and Sewer Impact Fees and Sec. 13 Waiver of Sewer and Tap Fees – to update the Development Impact Fees for the City as mandated by the South Carolina Development Impact Fee Act – Assist. City Administrator Allison Gantte.

Resolutions
a. Consider a Resolution to adopt the Pickens County Multi-Jurisdictional Hazard Mitigation Plan – Assist. City Administrator Allison Gantte.
b. Consider a Resolution to allow the City of Clemson - Mayor to be a full voting member of the Anderson Area Transportation Study Policy Committee – City Administrator Andy Blondeau.

a. Consider including Red Hill Community Reunion to the list of City Sponsored Events – Council Member Smith.
b. Consider a Professional Services Contract for a Diversity, Equity and Inclusion Study – City Administrator Andy Blondeau.
c. Consider allocating $28,950 to a joint partnership with Clemson University to explore feasibility of creating a joint training facility – City Administrator Andy Blondeau.
d. Consider a CMAR contract with Gar-Con Inc. for construction of the ARPA projects in the amount of $7,296,500.11 City Engineer Nathan Hinkle.
e. Consider allocating $30,000 to the Clemson Child Development Center to paint the exterior of the building and replace an upright freezer – Council Member Fulmer.
f. Consider a Contract with Zec Eight Insights for the City of Clemson Parks Master Plan in the amount of $50,000 – Parks & Rec Director Jay Bennett and Parks Master Plan Committee.
