Approval of Minutes – August 7, 2023

Reports/Discussion
a. Receive a Tax Increment Finance (TIF) overview from Tripp Muldrow of Arnett Muldrow Associates - City Administrator Andy Blondeau.
b. City Horticulturist/Urban Forester Chris White will discuss the application with the National Wildlife Federation for the City of Clemson to be a Certified Wildlife Habitat and the criteria that the City of Clemson needs and the benefits of this Certification – Park & Land Mgmt. Director Tony Tidwell.
c. Receive a proposal approved by the Parks, Recreation, Arts, Culture and Tourism Advisory Committee for placing at least one ice/water machine at Twelve Mile Recreation Area – PRACT Advisory Committee Member Fran McGuire.
d. Receive a proposal approved by the Parks, Recreation, Arts, Culture and Tourism Advisory Committee for a mural installation on the shed at the Community Garden – The Arts Center Director Joan Phillips and PRACT Advisory Committee Member Fran McGuire.
e. Discuss an amendment to the Rental Housing Inspection requirements – Mayor Halfacre.

Ordinances
a. Consider 2nd Reading of an Ordinance to change the corporate limits of the City of Clemson by annexing the southern portion of the right-of-way of Hwy 123 which is contiguous to the existing corporate limits – Assist. City Administrator Allison Gantte.
b. Consider 2nd Reading of an Ordinance to amend Chapter 15 Planning and Development, Article III. Impact Fees; and repeal Chapter 11 Municipal Utilities, Article I. In General, Sec. 11. Water and Sewer Impact Fees and Sec. 13 Waiver of Sewer and Tap Fees – to update the Development Impact Fees for the City as mandated by the South Carolina Development Impact Fee Act – Assist. City Administrator Allison Gantte.
c. Consider 1st Reading of an Ordinance amending Sec. 7-11. Expenditures, purchasing and receiving to allow for the use of cooperative purchasing agreements – Assistant City Administrator Allison Gantte.
d. Consider 1st Reading of an Ordinance for PUD-000074-2022 Signet-Uptown Planned Development – Planning & Development Director Nathan Woods.
e. Consider 1st Reading of an Ordinance amending Chapter 12. Occupational Licenses, Taxes and Regulations to increase the Business Licenses tax rate – City Clerk Beverly Coleman.

Other Policy Items
a. Consider a Contractual Agreement between New Flyer and the City of Clemson for the purchase of 3 electric buses and 3 Dual Depot Chargers – Interim Transit Director Jerry Kerns.
b. Consider a Contractual Agreement between Central Clemson Recreational Center and the City of Clemson for transportation services in fiscal year 2023-2024 – Interim Transit Director Jerry Kerns.
c. Consider including Red Hill Community Reunion to the list of City Sponsored Events – Council Member Smith.
d. Consider for approval the proposed sidewalk and bikeway CIP list – City Engineer Nathan Hinkle.

Executive Session
a. Discuss the recommendation for appointment of Municipal Clerk & Business License Administrator. SC Code Sec. 30-4-70(a)(1)
b. Discuss the Administrators Annual Review. SC Code Sec. 30-4-70(a)(1)
