a. Consider approving the second reading of an amendment to Chapter 5 Buildings, Construction and Related Activities, Article I. In General, Sec. 5-3 Fees - Assistant City Administrator Allison Gantte.

a. Consider appointing Michael E. Kozlarek of the King Kozlarek Law firm as the City Attorney - City Administrator Andy Blondeau.
b. Consider a $3,000 Black History Month Luncheon Sponsorship – Council Member Smith.
