Invitation to Bid - Redhill Water Upgrade Project

The City of Clemson will receive bids for the replacement of drinking water distribution and associated appurtenances until 3:00 PM (EST) on Tuesday, October 29th, 2024 at The City of Clemson’s City Hall Engineering Conference Room at which time and place all bids will be opened and read aloud in public.

This project is to be bid as the Redhill Water Upgrade Project and the scope of work consists of:
The installation of approximately 2270 LF of 2” PVC, 273 LF of 8” DIP, up to 5096 LF of 6” DIP, and up to 3153 LF of 12” DIP drinking water distribution lines with associated distribution and service conditions, 7 new fire hydrants, and resetting of 1 fire hydrants, 46 new meter assemblies, necessary valves and appurtenances and replacement of asphalt pavement for drinking water distribution line installation.

Contract documents, including drawings and technical specifications are on file at the City of Clemson’s City Hall, 1250-5 Tiger Boulevard, Clemson, SC 29631. Copies of the documents may be obtained by contacting Nathan Hinkle, P.E., City Engineer, by email at nhinkle@cityofclemson.org, by phone at (864) 624-1126 or in person at the City Engineer’s office. Plans and specifications are available at no charge in electronic format (PDF) only. 

There will be two opportunities for a pre-bid meeting for this project. Location of meeting will be Engineering Conference room, 1250 Tiger Blvd., Clemson SC 29631:
Thursday October 3rd, 2024 at 10:00 AM
Tuesday October 8th, 2024 at 2:00 PM

Last Day for questions will be Thursday October 10th, all questions will be answered and sent anonymously to all plan holder by Tuesday, October 15th.

Other Qualifications or bid requirements include:
This project is being funded in whole or in part by the Community Development Block Grant Program (CDBG). All federal CDBG requirements will apply to the contract. All contractors are required to be registered in the federal System for Award Management (SAM). Bidders on this work will be required to comply with the President’s Executive Order No. 11246 & Order No. 11375 which prohibits discrimination in employment regarding race, creed, color, sex, or national origin. Bidders must comply with Title VI if the Civil Rights Act of 1964, the Davis-Bacon Act, the Anti-Kickback Act, the Contract Work Hours and Safety Standards Act, and 40 CFR 33.240, and Build America, Buy America Act (BAP), imposed by the Build America, Buy America Act (BABA), enacted under Division G, Title IX of the Infrastructure Investment and Jobs Act (IIJA, Pub. L. No. 117-58) signed into law on November 15, 2021. The CDBG application, including the cost estimate, is available for review by contacting Nathan Hinkle at 864-624-1126. 

Bidders must also make positive efforts to use small and minority-owned business and to offer employment, training and contracting opportunities in accordance with Section 3 of the Housing and Urban Development Act of 1968. Attention of bidders is particularly called to the requirements as to conditions of employment to be observed and minimum wage rates to be paid under the contract. 

The City of Clemson reserves the right to waive any irregularities, or to reject any or all bids. 

No bidder may withdraw his bid within 90 days after the actual date of the opening thereof. All bidders shall be properly licensed at the date of the bids in the state of South Carolina to bid and perform the work on which the bid is submitted.
