6:00 p.m. Executive Session:
   a. Boards and Commission appointments. SC Code of Laws Sec. 30-40-70(a)(1). Discussion of a person regulated by a public body or the appointment of a person to a public body.
   b. Personnel Issue. SC Code of Laws Sec. 30-4-70(a)(1). Discussion of employment, appointment, compensation, promotion, demotion, discipline, or release of an employee.

Approval of Minutes – November 25, 2019 & December 2, 2019

Reports/Discussion Agenda:
   a. Receive a report on issues related to the Clemson Area Chamber of Commerce Spring Break Rowing Program and a potential long-term location solution – City Administrator Rick Cotton.
   b. Staff Reports

Policy/Action Agenda (Receive public comments per item)

Ordinances:
   a. Consider 2nd Reading of an Ordinance for the City of Clemson’s Comprehensive Plan 5-Year Update – Planning & Codes Director Todd Steadman.
   b. Consider 1st Reading of an Ordinance to impose a temporary moratorium on the issuance of construction permits for large-scale multi-family residential developments containing 200 or more bedrooms, invoking application of the pending Ordinance doctrine, and protecting existing vested rights as required by applicable law – Council Members Halfacre and McGuire.

Other Policy Items:
a. Discuss a preliminary process for community planning and a Community Master Plan – Council Member Halfacre.
b. Consider Bid award for removal and replacement of decking materials at Abernathy Park Boardwalk to Community First Developers, in the amount of $13,160 – Assistant City Administrator Andy Blondeau.

Mayor-Council reports/comments/new business
   a. Review a draft Ordinance that would allow for public street performances in certain areas of Downtown Clemson along College Avenue – Council Member Halfacre.

Executive Session:
   a. Continue discussion of Boards & Commission appointments and Personnel issue if necessary.
