How to make a public comment:
1.  In person
2.  On the City's MyCivic web platform (up to 2pm the day of the meeting).  Click Here 
3.  Call in by phone during the meeting by dialing 864-653-9886 at the appropriate time.

Approval of Minutes – September 7, 2021 and September 13, 2021

Reports/Discussion Agenda
a. Discuss requesting the Public Arts and Culture Commission to develop a recommendation for creative crosswalks – Council Member McGuire.
b. Receive a report on the Clemson Sesquicentennial Celebration – Council Member Watt.
c. Staff Reports

Policy/Action Agenda (Public Comments Dial 653-9886 follow instructions – 2 minute limit per speaker)
Ordinances:
a. Consider 2nd Reading of an Ordinance to amend the City Procurement Code to be eligible for State and Federal grants – City Administrator Andy Blondeau.
b. Consider 1st Reading of an Ordinance for a text amendment to the City Code to create a new Zoning District R-7 – Planning & Codes Director Todd Steadman.
c. Consider 1st Reading of an Ordinance to require persons and/or entities desiring water and/or sewer service at locations outside the City’s corporate boundaries may be provided such service at the City’s sole discretion and must submit a petition or annexation or execute an annexation covenant to run with the property or both – City Administrator Andy Blondeau.
d. Consider 1st Reading of an Ordinance to authorize the City to execute & deliver an Equipment Lease Purchase Agreement in the amount not to exceed $895,000 for the purchase of a JetVac truck, Knuckle Boom truck and a Front Loader Garbage truck – Finance Director Leslie Wilder.
Other Policy Items
a. Consider authorizing the City Engineer to work with the Friends of the Green Crescent Trail to apply for the SC Recreational Trail Program Grant; and Commit to a minimum match of $25,000– City Engineer Nathan Hinkle.
b. Consider a Memorandum of Understanding between the City of Clemson, Town of Pendleton and Anderson County for the management and operations of the Pendleton/Clemson Wastewater Treatment Plant – Utilities Director Benjie McGill.
c. Consider a Resolution supporting a Pickens County property tax increase to replace the vehicle maintenance fee – City Administrator Andy Blondeau.
d. Consider any amendments necessary for the current Mask Ordinance – City Administrator Andy Blondeau.

Executive Session:
a. Appoint the vacant seat on the Planning Commission; SC Code of Laws Sec. 30-4-70 (a)(1), Discussion of employment, appointment, compensation, promotion, demotion, discipline, or release of an employee.
b. Discuss the City Attorney Professional Services Agreement; SC Code of Laws Sec. 30-4-70 (a)(2), Discussion of negotiations incident to proposed contractual arrangements.

Note: Upon returning to open session, Council may take action on matters discussed in Executive Session
