The City of Clemson City Council has scheduled public hearings on the matters listed below.  The hearings, which will be held concurrently, will begin at 5:30 p.m. on Monday, October 16, 2023 in the Council Chambers in City Hall, 1250 Tiger Boulevard, Clemson, SC 29631.  Please note that the regular Council meeting scheduled for October 16, 2023 will begin immediately following the conclusion of the public hearings.
 

Hearing Topics:
 

RZNE-000159-2023 Proposed Map Amendment (Calhoun Forest Lots)

If approved, 3 lots in the Calhoun Forest Subdivision currently zoned RM-3 Multi-family Residential District will be rezoned R-20 Single-family District. The proposal was approved by the Planning Commission on September 11, 2023.
 

2023-R-02 Proposed Text Amendment (Fences)

As drafted, the amendment will permit transparent fencing in front residential setbacks up to 4 feet in height, and clarify approved styles of fencing; the orientation of finished sides of fences; and prohibit fence installations creating safety hazards for drivers. The Planning Commission approved the draft on September 11, 2023.
 

2023-R-03 Proposed Text Amendment (Help Wanted Signs and Banners)

As drafted, the amendment will limit help wanted signs to 9 square feet and require, if feasible, they be attached to the building; allow special-event banners to be displayed up to three 15-day periods during a calendar year; and allow grand opening signs to be displayed up to 60 days from the date of the issuance of the City business license.  The Planning Commission approved the draft on September 11, 2023.
 

2023-R-04 Proposed Text Amendment (BAR Review of PD’s)

As drafted, the amendment will clarify that the Planning Commission’s optional second workshop held as part of a planned development review may include the participation of the Board of Architectural Review to review and evaluate architectural elements of a project. The Planning Commission approved the draft on September 11, 2023.
 

2023-R-05 Proposed Text Amendment (New Hope School)

As drafted, the amendment adds the New Hope School to the list of culturally sensitive properties in Chapter 19 (Zoning) of City Code; permits the Administrator to offer reasonable administrative assistance to owners of such properties seeking grants or other support for repair/restoration/expansion; and clarifies existing verbiage in some existing sections. The Planning Commission approved the draft on September 11, 2023.
