1. Call to Order

2. Invocation and Pledge of Allegiance – Council Member Fowler

3. Public Session – Receive public comments that may or may not be on this agenda

4. Approval of MinutesApril 6, 2018

5. Reports/Discussion Agenda:
    a. Receive a presentation from Mrs. Jane Dyer, representing the Clemson Corp, regarding Memorial Day service planned at Clemson University – Mayor Cook.
    b. Review and discuss the draft Utility Billing Service Agreement between the City of Clemson and Pickens County – City Administrator Rick Cotton.
    c. Consider setting dates and times for City Council Budget Work Sessions in May 2018 – City Administrator Rick Cotton.
    d. Staff and Council reports.

6. Policy/Action Agenda:
    a. Consider authorizing the Mayor to execute an Amendment to the Fire Service Agreement between Clemson University and the City of Clemson for a one year extension for fire suppression services – City Administrator Rick Cotton.
    b. Consider adopting the Downtown Corridor Plan developed by Alta Planning and Design – Planning & Codes Director Todd Steadman.
    c. Consider approval of change order for Issaqueena Trail/Chapman Hill Road Traffic Signal project – lighting and paving overlay – City Engineer Kent Guthrie.
    d. Consider amending the City Council Policy on Wastewater Treatment Allocation for the Cochran Road WWTP to include of capacity to any potential business, office or retail store in the Cochran Road sewer service area that requires one Residential Equivalence Unit of capacity or less – City Administrator Rick Cotton.
    e. Consider allowing the City Administrator to sign a Statewide Mutual Aid Agreement for Emergency and Disaster response – Assistant City Administrator Andy Blondeau.
    f. Consider 1st Reading of a proposed Ordinance amendment to the City Code Chapter 2, Article III, Division 3, Arts and Culture Commission Sec. 2-70 and 2-71 – Commission Staff Liaison Lindsey Newton.
    g. Consider a request from the SC Botanical Gardens to be included as one of the non-profit agencies allowed to use the electronic message board – Assistant City Administrator Andy Blondeau.
    h. Consider setting a date for a public hearing on the Land Development Regulations update – City Planner Art Holbrooks.

7. Executive Session:
    a. Discussion of negotiations incident to proposed contractual arrangements and proposed sale or purchase of property – Section 30-4-70(a)(2).
