5. Reports/Discussion Agenda:
a. Receive a report from Clemson Area Chamber of Commerce Tourism Director Kade Herrick on the 2018 Spring Rowing Program – Assistant City Administrator Andy Blondeau.
b. Review the schedule for issuance of temporary construction financing for the Cochran Road Wastewater Treatment Plant Expansion Project through a Bond Anticipation Note (BAN) that will be defeased by a USDA loan and grant funds at the completion of the construction – City Administrator Rick Cotton.
c. Discuss repealing Chapter 16 Section 16-17 Sales Prohibited Except during Clemson University home football games, major events or parades – Assistant City Administrator Andy Blondeau.
d. Discuss changes in the Code of Ordinances Chapter 12 Article II, Section 12-20, 12-31 for Sidewalk Vending – reference repeal of Sidewalk Vending for football season; and discuss changes to the Code of Ordinances Chapter 12 Article IV Business Licenses – reference updates of MASC Model Ordinance – City Clerk Beverly Coleman.
e. Staff and Council reports.
6. Policy/Action Agenda:
a. Consider 2nd Reading of a proposed Ordinance amendment to the City Code Chapter 2, Article III, Division 3, Arts and Culture Commission Sec. 2-70 and 2-71 – Commission Staff Liaison Lindsey Newton.
b. Consider a Resolution of the Clemson City Council approving an updated Utility Billing Service Agreement between the City of Clemson and the County of Pickens, South Carolina – City Administrator Rick Cotton.
c. Consider the request of the Clemson Corp representative Jane Dyer for financial partnership assistance for a Memorial Day Service planned at the Scroll of Honor at the Clemson University campus – Mayor Cook.
d. Consider a Master Lease Agreement with New Cingular Wireless, PCS, LLC (AT&T) to install small cell communications equipment – IT Director Lowell Arwood.
e. Consider a Resolution for Lease Supplement Agreements with New Cingular Wireless, PCS, LLC (AT&T) to install small cell communications equipment at one site within the City of Clemson – IT Director Lowell Arwood.
f. Consider a request for authorization to purchase a Goodwin Dri-Prime pump, CD103M – 4” portable trash pump, - trailer mounted and appurtenances per City of Clemson specifications at a cost of $35,461.87 with 4 each 4” x 50’ hoses for a total of $36,724.47 – Utilities Director Benjie McGill.
g. Determine whether or not to remove the exemptions of horizontal ownership and on-site management from the existing Rental Housing Ordinance (located under the definition of Rental Unit in Section 13-55) and to add mobile homes to the list of rental units included in the program – Planning & Codes Director Todd Steadman.
h. Determine whether or not Council wishes to finalize and implement a program designed to register and ensure basic safety for multi-family properties in Clemson – Planning & Codes Director Todd Steadman.
i. Consider a request from the Central–Clemson Regional Branch Library to be included as one of the non-profit agencies allowed to use the electronic message board – Assistant City Administrator Andy Blondeau.
