6. Reports/Discussion Agenda:
    a. Receive a report from representatives of Leadership Clemson Class of 2018 regarding their community service project that has been completed as a component of the City’s leadership development program – Leadership Facilitator Lindsey Newton.
    b. Consider a Policy to manage how street light banners are to be displayed – Administrative Assistant Lindsey Newton.
    c. Staff and Council reports.

7. Policy/Action Agenda:
    a. Consider 2nd Reading of an Ordinance to remove the exemption of horizontal ownership from the existing Rental Housing Ordinance Section 13-55 Definition of Rental Unit – Planning & Codes Director Todd Steadman.
    b. Consider 2nd Reading of an Ordinance that authorizes and provides for the issuance of one or more series of Water and Sewer System Revenue Bond Anticipation Notes (BANS) of the City of Clemson in the aggregate principal amount of not exceeding $12,018,000; providing for the form and details of the note; providing for the payment of the principal of and interest on the notes; providing for the disposition of the proceeds of the notes; and other matters relating thereto – City Administrator Rick Cotton.
    c. Consider 2nd Reading of an Ordinance to Repeal Chapter 16 Article 1, Section 16-17 Sales Prohibited except during Clemson home football games, major events, festivals or parades – Assistant City Administrator Andy Blondeau.
    d. Consider 2nd Reading of an Ordinance to amend Chapter 12, Article II, Section 12-20 and 12-31 for Sidewalk Vending – City Clerk Beverly Coleman.
    e. Consider 2nd Reading of an Ordinance to amend Chapter 12, Article IV, Business Licenses with the update of the MASC Model Ordinance – City Clerk Beverly Coleman.
    f. Consider approval of an Intergovernmental Agreement between the Town of Pendleton and the City of Clemson for transit services for fiscal year 2018-2019 – City Administrator Rick Cotton.
    g. Consider approval of a Contractual Agreement between the Town of Central and the City of Clemson for transit services for fiscal year 2018-2019 – City Administrator Rick Cotton. 
    h. Consider approval of an Intergovernmental Agreement between the City of Seneca and the City of Clemson for transit services for fiscal year 2018-2019 – City Administrator Rick Cotton.
    i. Consider approval of a Contractual Agreement between the Tri-County Technical College, The Pier/The View and the City of Clemson for transit services for fiscal year 2018-2019 – City Administrator Rick Cotton.
    j. Consider a Resolution authorizing and directing the submittal of application for a Federal Transportation Administration Low or No Emission Grant Program 2018 Funding Opportunity and committing $322,532 local matching requirements to the grant package – City Administrator Rick Cotton.
    k. Consider authorizing the City Administrator the authority to execute an Engineering Service Agreement for the conceptual design and cost estimate of the realignment of the intersection of Highway 76 and Old Stone Church Road – City Administrator Rick Cotton.
