4. Public Session – Receive public comments that may or may not be on this agenda
5. Approval of Minutes – June 18, 2018
6. Reports/Discussion Agenda:
a. Receive staff reports on Proposed Zoning Amendments to be presented for upcoming Public Hearing at next Council meeting – City Planner Art Holbrooks.
b. Receive a report from City Attorney Mary McCormac regarding the placement of a question on the November general election ballot which would allow businesses to apply for a permit for Sunday alcohol sales with on or off premise consumption – Mayor Cook.
c. Receive a report on the Highway 123 to College Avenue Sewer Force Main replacement project (from Pump Station #7) – City Engineer Kent Guthrie.
d. Receive a report regarding proposed increase in Commercial Sanitation Rates to provide revenues sufficient to offset the increase of Pickens County landfill tipping fees that became effective on July 1, 2018 – Assistant City Administrator Andy Blondeau.
e. Staff and Council reports.
7. Policy/Action Agenda:
a. Consider adoption of a policy to manage how Street Light Banners are to be displayed – Administrative Assistant Lindsey Newton.
b. Consider a Resolution that authorizes the transfer of three Thomas Buses from CATbus to Santee Wateree Regional Transportation Authority (SWRTA) that were borrowed during the past fiscal year – City Administrator Rick Cotton.
c. Consider acceptance of the Totties South Bridge and walkway through sole source so that the bridge and walkway will match existing bridge – City Stormwater Manager Nathan Hinkle.
8. Executive Session:
a. Economic Development – SC Code Section 30-4-70 (a)(5): Discussion of matters related to the proposed location, expansion, or the provision of services encouraging location of businesses in the area served by the public body – City Administrator Rick Cotton.
b. Discuss negotiation issues related to Clemson University and CATbus service contract renewal for fiscal year 2018-19 – SC Code Section 30-4-70 (a) (2): Discussion of negotiations incident to proposed contractual arrangements – City Administrator Rick Cotton.
c. Appointment to the City’s Accommodations Tax Advisory Committee – SC Code Section 30-4- 70 (a) (1): Discussion of appointment of persons to a public body – City Administrator Rick Cotton
NOTE: Upon returning to regular session, Council may take action on matters discussed in Executive Session.
