1. Call to Order

2. Invocation and Pledge of Allegiance – Council Member Cox

3. Public Session – Receive public comments that may or may not be on this agenda

4. Approval of MinutesJuly 16, 2018

5. Reports/Discussion Agenda:
    a. Discuss a Fundraising Program that will help the homeless and promote public art – Administrative Assistant Lindsey Newton.
    b. Receive the Annual Financial Summary report for properties leased to non-profit organizations by the City of Clemson – Assistant City Administrator Andy Blondeau.
    c. Staff and Council reports.

6. Policy/Action Agenda:
    a. Receive the USDA Letter of Conditions for a $500,000 Rural Infrastructure Grant and vote to formally accept the grant award – Assistant City Administrator Andy Blondeau.
    b. Consider the Closing of College Avenue between Hwy 93 and Keith Street on Friday nights prior to home football games – Police Chief Jimmy Dixon.
    c. Consider 1st Reading of an Ordinance calling for a Referendum at the next General Election to determine whether the SC Dept. of Revenue may issue temporary permits for Sunday sale of alcohol beverages for on-premises and off-premises consumption in the City of Clemson – (Consider special called meeting date if needed.) Mayor J.C. Cook, III.
    d. Consider 1st Reading of an Ordinance to adjust Commercial Sanitation Rates – Assistant City Administrator Andy Blondeau.
    e. Consider an Agreement between the City of Clemson and Clemson University for transit services to be provided in fiscal year 2018-2019 – City Administrator Rick Cotton.
    f. Consider a resident’s request for the City to accept a portion of land from Parcel 4044-14-33-8755 – City Attorney Mary McCormac.
