1. Call to Order

2. Invocation and Pledge of Allegiance – Council Member Chapman

3. Proclamation – Arbor Day

4. Public Session – Receive public comments that may or may not be on this agenda

5. Approval of Minutes September 4, 2018

6. Reports/Discussion Agenda:
    a. Receive a presentation that recognizes the City’s receipt of the 5-Year Award from Tree City USA – City Horticulturist Tony Tidwell.
    b. Receive a report on the implementation of the Low/No Grant for battery-electric bus and charger acquisition and CATbus ridership report for the first month of the fall semester – Transit Director Keith Moody.
    c. Staff and Council reports.

7. Policy/Action Agenda:
    a. Consider ATAX Committee Recommendations for FY 2018-2019 – ATAX Committee Chair Herb Tyler.  
    b. Consider the request of the Clemson Alumni Association and Clemson University Student Government to close College Avenue on Friday, November 2nd for a concert stage and to suspend open container law for that same night – City Council
    c. Consider a Memorandum of Understanding between Pacolet Milliken Enterprises and the City of Clemson which outlines the responsibilities of the parties in a public-private partnership to construct a new City Park in the PME Planned Development – City Administrator Rick Cotton.
    d. Consider a Resolution authorizing and directing the application for grant funding from the Duke Energy Foundation Water Resources Fund, committing a local financial match to the grant, and coordination of grant administration with Pacolet Milliken Enterprises for a new City Park – City Administrator Rick Cotton.
    e. Consider 2nd Reading of an Ordinance CC-2018-21 - Setoff Debt Collection program – Finance Director, Joel Seavey.
    f. Consider 2nd Reading of an Ordinance CC-2018-22 for proposed text amendment 2018-R-12 Parking Reduction Program – City Planner Art Holbrooks.
    g. Consider a Resolution stating that the City of Clemson does not object to the issuance of licenses in accordance with State Law for the Brewery and Restaurant proposed for 403 College Avenue (former location of the Astro Theater) – City Attorney Mary McCormac.
