1. Call to Order

2. Invocation and Pledge of Allegiance – Council Member Fowler

3. Proclamation – Dyslexia Awareness Month

4. Public Session – Receive public comments that may or may not be on this agenda

5. Approval of MinutesOctober 1, 2018

6. Reports/Discussion Agenda:
    a. Staff report of input received from the owners of C District properties regarding possible Code changes that would either require a second step-back to building facades at 48', or limit building heights in the district to 50' – City Planner, Art Holbrooks.
    b. Discuss the notification process for property owners related to violations of tenants for Municipal Court, Planning & Codes, or Police Department citations – Council Member John Ducworth.
    c. Staff and Council reports.

7. Policy/Action Agenda:
    a. Consider 2nd Reading of an Ordinance CC-2018-23 for proposed text amendment 2018-R-07 of the City Code Chapter 19 Building Façade Step-backs – City Planner Art Holbrooks.
    b. Consider 2nd Reading of an Ordinance CC-2018-24 for proposed text amendment 2018-R-13 of the City Code Chapter 19 Setbacks in CM Districts – City Planner Art Holbrooks.
    c. Consider 2nd Reading of an Ordinance CC-2018-25 to amend the City’s Land Development Regulations – City Planner Art Holbrooks.
    d. Consider 2nd Reading of an Ordinance CC-2018-26 for the abandonment and transfer of the remaining section of Robinson Street – TMS No. 4053-14-33-5968 (Old Stone Church and Cemetery Association) – City Attorney Mary McCormac.
    e. Consider a request from the Clemson Child Development Center to be reimbursed for recent emergency expenses – Assistant City Administrator Andy Blondeau.

8. Executive Session:
    a. Receive a report from City Attorney Mary McCormac on a legal matter – SC Code 30-4-70a(2).

NOTE: Upon returning to regular session, Council may take action on matters discussed in Executive Session.
