Official Results for City Of Clemson City Council Election

The Board of Voter Registration & Elections of Pickens County met at 9:00am on Friday, November 9, 2018 to rule on all provisional ballots cast and certify the results of the November 6, 2018 General Election.  The results below are the official results of the election.

The Board has ordered a runoff election to take place on Tuesday, November 20, 2018 between John Fulmer and Fran McGuire for Clemson City Council.

Clemson City Council – One Seat to Fill

Polls Open from 7am to 7pm

The Provisional Ballot Hearing and Election Certification will take place at 1:00pm on Wednesday, November 21, 2018 in the Pickens County Small Board Room.

Why is a runoff election necessary?

The City of Clemson municipal election ordinance uses the Majority/Runoff Method defined in SC Code of Law 5-15-62 to determine results of an election.  The formula used is as follows: 

Majority Equals = Total votes cast for Clemson City Council / Total Seats to Fill / 2

In this Election = 9,562 (including 9,483 in Pickens County and 79 in Anderson County) / 3 / 2  = 1,593.7

To achieve majority, a candidate would need more than the above number of votes.  Robert Halfacre (with 2,155 votes) and Alesia Smith (with 1,893 votes) achieved majority and are deemed elected.

Because only two of the three seats were filled and no other candidate achieved a majority of votes, the Board ordered a runoff election to be held between Fran McGuire (the 3rd highest number of votes –1,370 ) and John Fulmer (the 4th highest number of votes – 1,301).
