1. Call to Order

2. Invocation and Pledge of Allegiance – Council Member Cox

4. Approval of Minutes – December 17, 2018; January 11, 2019

5. Reports/Discussion Agenda:
    a. Mr. Chad Carson, representing Friends of the Green Crescent Trail to discuss a future possible funding strategy to begin implementation of the Trail with targeted scheduling of segments found within the master plan – Mayor Cook.
    b. Presentation of fiscal year 2017-2018 annual audit report of the City of Clemson by a representative of Stancil, Cooley, Estep & Stamey, LLC – Finance Director Joel Seavey.
    c. Discuss alternative approach to how the City designates Short Term Rental Properties – Planning & Codes Director Todd Steadman.
    d. Discuss proposed text amendment to the AR District Sign Standards – Zoning & Codes Administrator Jacob Peabody.
    e. Confirm Work Session dates for Utility Rate Analysis Workshop and City Council Annual Planning Work Session – City Administrator Rick Cotton.
    f. Staff and Council reports.

6. Policy/Action Agenda:
    a. Consider 1st Reading of proposed text amendment for 50' height limit in C District – Planning & Codes Director Todd Steadman.
    b. Consider creating a project construction budget and authorize transfers into a new Littlejohn Community Center Construction Account, which shall be utilized for the renovation and expansion of the Center in conjunction with a $500,000 Community Development Block Grant Award – City Administrator Rick Cotton.
    c. Consider a Resolution committing up to $970,623 to the Littlejohn Community Center Expansion Project – Assistant City Administrator Rick Cotton.
    d. Consider authorizing the City Administrator to execute an Engagement Letter with Burr & Forman, LLP, for legal services of bond counsel for a future Hospitality/Accommodations Tax Bond that will provide revenue for the Littlejohn Community Center Expansion, the new Arts Center and expansion/renovation of the Clemson Area African American Museum – City Administrator Rick Cotton.
    e. Consider an Agreement between the Town of Central and the City of Clemson for Law Enforcement Assistance and Support, as provided in SC Code Ann. Sections 23-23-10 and 23- 20-30 et. seq. – City Administrator Rick Cotton.
    f. Consider a Resolution to approve the City of Clemson Employee Safety Manual as required annually by SC Municipal Insurance Trust (SCMIT) and SC Municipal Insurance Risk Fund (SCMIRF) – HR Coordinator Tracy Taylor.
    g. Consider a request from Professor Edyta Kuzian for financial assistance for a conference on Embodiment and Race at Clemson University, scheduled for April 11-13, 2019 – City Administrator Rick Cotton.

7. Executive Session:
    a. Consider boards/commission applications for appointments – SC Code 30-4-70(a)(1).

NOTE: Upon returning to regular session, Council may take action on matters discussed in Executive Session.
