1. Call to Order

2. Invocation and Pledge of Allegiance – Council Member Cato

3. Public Session – Receive public comments that may or may not be on this agenda

4. Approval of Minutes – February 4, 2019

5. Reports/Discussion Agenda:
    a. Receive an update and discuss the response of Duke Energy and Clemson University regarding the electrical distribution substation that is planned at the former National Guard Army baseball field – Mayor Cook.
    b. Receive a report from Mr. Joe Turner on the South Carolina Botanical Gardens and funding opportunities – Council Member Ducworth.
    c. Review and discuss the draft Intergovernmental Agreement between Pickens County and Pickens County Municipalities concerning the allocation of the Pickens County Vehicle Maintenance Fee collections – City Administrator Rick Cotton.
    d. Receive a report from the Arts Center Building Steering Committee on the process to select an architectural company for the new building and recommendation of the preferred firm – Assistant City  Administrator Andy Blondeau and Arts Center Director Joan Phillips.
    e. Staff and Council reports.

6. Policy/Action Agenda:
    a. Consider 2nd Reading of a proposed text amendment to the AR District Sign Standards – Zoning & Codes Administrator Jacob Peabody.
    b. Consider a Resolution relating to the declaration of intent by the City of Clemson to reimburse certain expenditures made prior to the issuance of federally tax-exempt special obligation bonds or other obligations by the City, for specific capital construction projects – City Administrator Rick Cotton.
    c. Consider creation of a project construction budget and authorize transfers into a new Arts Center and Clemson African- American Museum Construction Account, which will be used to record revenue and expenditures for these projects – City Administrator Rick Cotton.
    d. Consider for 1st Reading an Ordinance calling for the correction of and delineation of certain property lines and roadways within the City limits of Clemson, South Carolina – City Attorney McCormac.
