Reports/Discussion Agenda

  1. Receive the City of Clemson’s Annual Audit Report for the fiscal year 2020-2021 from Mauldin &Jenkins – Finance Director Leslie Wilder.
  2. Receive a presentation on planting milkweed to attract Monarch Butterflies and bringing awareness to the project through art projects – The Art Center Director Joan Phillips and Director of Urban & Park Land Mgt. Tony Tidwell.
  3. Discuss an amendment to the City Code Sec. 18-34 to add a civil fine for parking in a metered parking space in a city parking deck between the hours of 4:00 AM and 7:00 AM, Sunday through Saturday (7 days a week) – Police Chief Jorge Campos.

Ordinances

  1. Consider for 1st Reading an Ordinance to renew the Municipal Service Agreement between the City of Clemson and Duke Energy – Assistant Administrator Allison Gantte.
  2. Consider for 1st Reading an Ordinance for a proposed Annexation of approximately 24.5 acres near Lawrence Road and Zoning as a Planned Development – City Planner Art Holbrooks.
  3. Consider for 1st Reading an Ordinance for a proposed Planned Development PUD-000034-21 (Lawrence Road) “One Clemson” – City Planner Art Holbrooks.

Agreements

  1. Consider an agreement between the City of Clemson and GMC for design services of Water Wastewater and Stormwater for the ARPA Infrastructure Project in the amount of $583,000 with additional services that should not exceed $111,080 – City Engineer Nathan Hinkle.

Other Policy items

  1. Consider a $3000 match with the Town of Central for assistance in funding the Central-Clemson Junior Boys (13U) baseball team’s trip to Monroe, Louisiana for the Dixie Boys World Series – Parks & Rec Director Jay Bennett & Parks & Rec Advisory Committee.

Executive Session

  1. Discuss covenants and the intent to annex requirements for out of town utility customers; SC Code of Laws Sec. 30-4-70 (a)(2) Receipt of legal advice where the legal advice relates to a pending, threatened, or potential claim or other matters covered by attorney client privilege, settlement of legal claims, or the position of the public agency in other adversary situations involving the assertion against the agency of a claim – City Administrator Andy Blondeau.
  2. Discuss organization of the Public Art and Culture Commission; SC Code of Laws Sec. 30-4-70 (a)(1), Discussion of employment, appointment, compensation, promotion, demotion, discipline, or release of an employee – City Administrator Andy Blondeau.
