a. Receive a report from Ms. Sandy Smith, Director of the Clemson Free Clinic – City Administrator Andy Blondeau.
b. Discuss a Planning Commission recommendation to allow outdoor events as an allowable use in CM Districts – Zoning Administrator Jacob Peabody.
c. Discuss revisions to the Board of Architectural Review powers – Zoning Administrator Jacob Peabody.
d. Discuss rear setbacks abutting US Army Corps of Engineers property – Zoning Administrator Jacob Peabody.
e. Staff Reports.

Ordinances
a. Consider for 2nd Reading an Ordinance to adopt the Site Management Plan Template – Zoning Administrator Jacob Peabody.
b. Consider for 2nd Reading an Ordinance to amend Chapter 18, Sec. 18-3. Powers and duties of police chief relative to traffic and parking to add item “g.” authorizing the Chief of Police to approve or deny requests to restrict traffic for construction activities – Zoning Administrator Jacob Peabody.
c. Consider for 1st Reading an Ordinance to amend Section 16-20, 21, 22 of the City Code to require event organizers to seek a permit from the City for events held on private property that meet certain conditions – Police Chief Campos.

Other Policy items
a. Consider formally implementing Special Event Fees for events on City property, not hosted by the City – Com. Econ. Development Coordinator Lindsey Newton.
b. Consider a Resolution committing the City of Clemson to providing a local match for a MASC Hometown Economic Development Grant and following its procurement policy when securing services and products with grant funds – the Arts Center Director Joan Phillips.
Mayor‐Council reports/comments/new business

Executive Session

a. Discussion of negotiations incident to potential contractual arrangements regarding a potential purchase of real property, and the receipt of legal advice regarding same; S.C. Code Sec. 30-4-70(a)(2) – City Administrator Andy Blondeau.

Note: Upon returning to open session, Council may take action on matters discussed in Executive Session.
