a. Discuss using Plurality vs. Majority/Runoff election method for City elections – Mayor Halfacre.
b. Discuss PAB proposed Ordinance amendment for bikes and scooters – Police Chief Campos.

Ordinances
a. Consider 2nd Reading of an Ordinance amending Sec. 19-402. Table of uses for non-residential districts and Sec. 19-405. Standards for conditional use and special exceptions for nonresidential districts to allow Outdoor Event Facilities in the CM District – Zoning Administrator Jacob Peabody.
b. Consider 2nd Reading of an Ordinance amending Sec. 19-1104 Powers and Duties of the BAR to allow the Board of Architectural Review to waive Architectural Review Standards that they feel unnecessary for small additions of 25% of the gross floor area or 1000 sq. ft. whichever is less - Zoning Administrator Jacob Peabody.
c. Consider 2nd Reading of an Ordinance to approve an Infrastructure Reimbursement Agreement between the City of Clemson and Rutledge Development LLC for 207 Ligon Street – Assistant Administrator Allison Gantte.
d. Consider 1st Reading of an Ordinance amendment allowing open container in public places – Police Chief Campos.
e. Consider 1st Reading of an Ordinance amendment for Courts to be an allowable use in CM Zoning District – Zoning Administrator Jacob Peabody.
f. Consider 1st Reading of an Ordinance amendment to require Pet Waste Stations in all high density developments – Zoning Administrator Jacob Peabody.
g. Consider 1st Reading of an Ordinance amendment to require bikeway installation for simple lot subdivisions – Zoning Administrator Jacob Peabody.
h. Consider 1st Reading of an Ordinance amendment to adopt SC State mandated building and related codes for Sec. 5.1 Codes Adopted, effective January 1, 2023 – Assistant Administrator Allison Gantte.

a. Consider adopting the 2023 City Council Meeting Schedule – City Clerk Beverly Coleman.
b. Consider approval of purchasing an access control system for the Calhoun Bridge Center on Butler Street from Carolina Burglar & Fire Alarm Co. in the amount of $17,785 + tax – IT Director Lowell
Arwood.
c. Consider adopting the updated Clemson Area Transit ADA Plan – CAT Director Sammy Grant. 
d. Consider adopting a Resolution committing matching funds for an ACR Grant to help fund the Police Substation renovation and other downtown improvements – Zoning Administrator Jacob Peabody.
