Approval of Minutes – January 5, 2023

Reports/Discussion
a. Receive a report on the recent Kwanzaa 2022 event and MLK Jr. Community Service Day from CAAAM Director Angela Agard – City Administrator Andy Blondeau.
b. Receive a report on the rebranding process – Assistant Administrator Allison Gantte. 
c. Discuss changing the time of the City’s voting for Municipal Elections to oddnumbered years – City Administrator Andy Blondeau.
d. Staff Reports.

Ordinances
a. Consider 2nd Reading of an Ordinance to issue fines for false alarms associated with Fire Alarms, Burglar Alarms, Robbery Alarms, Security Alarms and Panic Alarms – Fire Marshal Bryan Johnson.

Other Policy
a. Consider restricting $215,000 in the Hospitality Tax Fund for installing a rest room and picnic shelter at Dawson Park – City Administrator Andy Blondeau.
b. Consider a sponsorship request from Wreaths Across America in the amount of $920 – City Administrator Andy Blondeau.
c. Consider approval of a contract with Harper Construction as the Construction Manager at Risk, CMAR, for the design phase of the Pendleton/Clemson Wastewater Treatment Plant – Utilities Director Benjie McGill.

Mayor‐Council reports/comments/new business

Executive Session
a. Review board and commission applications - S.C. Code Sec. 30-4-70(a)(1). 
b. Litigation update - S.C. Code Sec. 30-4-70(a)(2).
