c. Discuss the South Carolina Public Invocation Act SC Code Section 6-1-160 – Council Member Smith.
d. Staff Reports.

Ordinances:
a. Consider 3rd Reading of an Ordinance to amend the City of Clemson Code of Ordinances Chapter 3 Alcohol Beverages, Sec. 3-4 Open Container in public places – Police Chief Campos
b. Consider 2nd Reading of an Ordinance to amend the City of Clemson Code of Ordinances Chapter 2 Administration, Article II. Governing Body, Division 2 Rules of Procedures, Sec. 2.47 Voting – City Administrator Andy Blondeau.

Other Policy Items:
a. Consider an Agreement for professional services with Willdan Financial Services for a water and wastewater rate study update on a time and materials basis not to exceed $25,000 – Utilities Director Benjie McGill.
b. Consider approval of change order #2 and change order #3 for the Green Crescent Trail Project Phase 1 for a total amount not to exceed $25,145 – City Engineer Nathan Hinkle.
