Public Hearing: Amendment to the Parking Reduction Plan

Ordinances:
a. Consider 2nd Reading of an Ordinance to impose a temporary moratorium on the issuance of construction permits for large-scale multi-family residential developments containing 200 or more bedrooms, invoking application of the pending Ordinance doctrine, and protecting existing vested rights as required by applicable law – Council Members Halfacre and McGuire.
b. Consider 1st Reading of an Ordinance that authorizes, under specific provisions, street performers and performances at specific locations along College Avenue in downtown Clemson – Council Member Halfacre.
Other Policy Items:
a. Consider authorizing the City Engineer, in cooperation with the Green Crescent Trail organization, to issue a contract for professional surveying and engineering services for the initial phase of trail construction plan development and preparation of bids – Council Member John Ducworth.
b. Consider the partial closure of College Avenue and suspension of the open container laws within the gated event area for a National Championship Viewing Party on the evening of January 13, 2020 – Mayor Cook.
c. Consider a bid award to Bowen & Watson, Inc., in the amount of $1,908,000 for the Littlejohn Community Center expansion; authorize reallocation of funding from capital project reserves to complete the Littlejohn expansion; and direct staff to examine feasibility of a larger multi-purpose room – City Administrator Rick Cotton.
d. Consider authorizing City staff to begin negotiations of a long-term land lease with the U.S. Army Corps of Engineers for the purpose of creating a new rowing site and park, including any required easements from Clemson University – City Administrator Rick Cotton.
e. Consider approval of an Agreement with Clemson University for additional CATBus transit services, which will add the Campus to CU School of Nursing Route starting with the spring semester (January to May 2020) – City Administrator Rick Cotton.
Mayor-Council reports/comments/new business
a. Review and discuss the process for selection and role of a steering committee for the development of a Community Master Plan – Council Member McGuire.
