Approval of Minutes – April 20, 2020

Reports/Discussion Agenda:
     a. Discuss amending the procurement requirements for Professional Services to allow for more transparency with public advertisement – City Attorney Mary McCormac.
     b. Discuss the list of values Trey Eubanks of the Appalachian Council of Governments identified in the town hall meetings to be used in the development of a vision statement for the City and determine if the list can be used by the Moratorium Steering Committee to help guide their master plan process – City Administrator Andy Blondeau.
     c. Staff Reports

Policy/Action Agenda (Receive public comments per item)  (Dial 864-653-9886 and follow instructions)
Ordinances:
     a. Consider 1st Reading of a Bond Ordinance in the amount not to exceed $3.2 million to fund the Police Station and Littlejohn Community Center renovation and expansion projects – Finance Director Joel Seavey.
     b. Consider an amendment to the COVID-19 Emergency Ordinance to extend the end date from April 30, 2020 to June 1, 2020 – City Administrator Andy Blondeau.
Resolutions:
     a. Consider a Resolution to extend the Moratorium Ordinance on large scale, high density developments to make up for time lost to COVID-19 – Council Member Crossie Cox.
Other Policy Items:
     a. Consider approval of a Change Order for the Creekview Drinking Water Distribution Rehabilitation Project in the amount of $22,550 – City Engineer Chris Shivar.
     b. Consider appointing Nikki Munn as Interim Chief Municipal Judge – City Administrator Andy Blondeau.

Mayor-Council reports/comments/new business

Executive Session
     a. Personnel Issue. SC Code of Laws Sec. 30-4-70 (a)(1). Discussion of employment, appointment, compensation, promotion, demotion, discipline, or release of an employee – Council Member McGuire.
Note: Upon returning to open session, Council may take action on matters discussed in Executive Session.
