Approval of Minutes – August 17, 2020 & August 31, 2020

Reports/Discussion Agenda:
a . Receive a report from the Arts Center Director, Joan Phillips – Administrative Assistant Lindsey Newton.
b . Staff Reports

Policy/Action Agenda (Public Comments Dial 653-9886 and follow the instructions)

Ordinances:
a. Consider an Emergency Temporary Ordinance to extend suspension of the normal operating procedures applicable to meetings of Council and City Boards/Commissions/Committees and to authorize the City Administrator to continue developing, implementing and revising necessary plans intended to protect the safety and health of citizens and City employees, to continue to provide delivery of government services, and to act to restrict the spread of the COVID-19 Virus – City Administrator Andy Blondeau.
b . Consider an Emergency Temporary Ordinance to extend assistance in the recovery of local restaurants by continuing the temporary lifting of the prohibition against open containers of alcohol – City Administrator Andy Blondeau.
c. Consider an Emergency Temporary Ordinance to adopt and affirm the Gameday Parking Program COVID-19 Protocol adopted by the City Administrator – City Administrator Andy Blondeau.
d. Consider 1st Reading of an Ordinance imposing a temporary Moratorium to allow time to discuss and adopt the growth management strategies recommended by the consultant working with the Moratorium Steering Committee – City Administrator Andy Blondeau.

Other Policy Items:
a. Consider a Contractual Agreement between Pier/View and TCTC and the City of Clemson for CAT transportation services in fiscal year 2020-2021 – City Administrator Andy Blondeau.
b. Consider a Contractual Agreement between the Town of Central and the City of Clemson for CAT transportation services in fiscal year 2020-2021 – City Administrator Andy Blondeau.

Executive Session:
a. Personnel Item – SC Code of Laws Sec. 30-4-70 (a)(1). Discussion of employment, appointment, compensation, promotion, demotion, discipline, or release of an employee – Council.
