Invocation and Pledge of Allegiance – Council Member Ducworth
Proclamation – Daniel High School Football Team State Championship
Oath of Office – Mayor Halfacre, Council Members Brookover, Ducworth, and Watt
Public Session – (Dial 653-9886 and follow the instructions)
Approval of Minutes – December 21, 2020

Reports/Discussion Agenda:
a. Receive a report on the COVID-19 vaccine from Prisma Health Oconee Memorial Hospital – City Administrator Andy Blondeau.
b. Discuss how the City handles campaign signs that are inappropriately placed in the right of way – Council Member McGuire.
c. Discuss adding two new members to the ClemsonNext Steering Committee – Council Member McGuire.
d. Staff Reports – Set a date for a Work Session to discuss Annexations

Policy/Action Agenda (Public Comments Dial 653-9886 and follow the instructions)
Ordinances:
a. Consider 2nd Reading of an Ordinance for a proposed change to the Land Development Regulations to more clearly define the manner in which private streets shall be allowed and/or accepted into the City – Planning & Codes Director Todd Steadman.
b. Consider 1st Reading of an Ordinance to amend the Arts and Culture Commission bylaws– The Arts Center Director Joan Phillips.
Other Policy Items:
a. Consider approval of a policy for the selection of All Star coaches – Parks & Recreation Director Jay Bennett.
b. Consider approval of a Mutual Aid Agreement between the City of Clemson and the Pickens County Sheriff’s Office – Police Chief Jorge Campos.
c. Consider adding two new members to the ClemsonNext Steering Committee – Council Member McGuire.

c. Discuss Vision Statement
d. Discuss abstention from voting

Executive Session:
a. Discuss the process and timeline for hiring the City Administrator; SC Code of Laws Sec. 30-4-70(a)(1). Discussion of employment, appointment, compensation, promotion, demotion, discipline, or release of an employee.
Note: Upon returning to open session, Council may take action on matters discussed in Executive Session
