Notice of Public Hearings

The City of Clemson City Council will hold three consecutive public hearings on Monday, May 17, 2021 beginning at 5:30 p.m.  The hearing topics are detailed below.

Please note that beginning in May 2021 the public can again attend City of Clemson public meetings in person.  COVID Protocol will be in place for social distancing.  You can also view these livestreamed meetings on the City of Clemson's YouTube channel – Click Here to be directed to the City of Clemson YouTube channel.  Comments may be submitted by telephone by dialing 864-653-9886 at the appropriate time; or, submitted to staff no later than 5:00 p.m. on the day of the meeting. 
 

The sessions will include an overview of the matters presented by staff prior to the opportunity for public input.  Copies of documents may be accessed from the online city calendar of upcoming events. Contact the Planning and Codes Administration Department for more information.

2021-R-02 Proposed Text Amendment (Public Parks in PD’s)

In an effort to broaden the applicability of planned developments as a zoning and developmental tool, this proposed text amendment clarifies the definition of ‘institutional’ to include certain public parks, thereby providing for their use, if agreeable to both the developer and the City, as a permitted component of a PD (it should be noted that appropriately designed stormwater features may, if approved, be considered to meet a portion of the minimum size requirement).  In addition, the amendment creates a requirement that maximum densities must be included in development regulating plans, and specifies that public parks can count as open space. This will be the second public hearing on this matter.


2021-R-01 Proposed Text Amendment (Grandfathered Rights)

Currently, with the exception of a list of culturally significant commercial properties formally adopted into Code several years ago, any legally nonconforming structure must be brought into compliance if damaged to a degree that the repair or replacement cost equals more than 50% of its fair market value prior to being damaged.  In an effort to provide an avenue for the restoration of some damaged legally nonconforming residential properties to their former state, this proposed text amendment would allow owners, on a case-by-case basis, to seek a restoration of their ‘grandfathered’ rights as a Special Exception from the Board of Zoning Appeals. This will be the second public hearing on this matter.


2021-R-04 Proposed Text Amendment (Strategic Plan Ordinance #1)

The proposed text amendment will amend Chapter 19 (Zoning) of City Code to remove residential development in the C, CM, CP-1 and CP-2 Districts unless as part of a planned development; and to add additional requirements for planned developments. These actions are intended to facilitate the implementation of recommendations of the Strategic Plan delivered to the City in November of 2020.
